The Lieutenant Governor of Quebec, The Hon. Pierre Duchesne, is received by The Queen at Buckingham Palace, 9 October 2008. His Excellency was accompanied at the audience by Madame Ginette Lamoureux.

The Queen hands the Letters of Credence of the Lebanese Ambassador, right, to Sir Peter Ricketts, Permanent Under-Secretary of State for Foreign and Commonwealth Affairs, during an audience at Buckingham Palace, 9 October 2008.

Sir Peter is responsible for the management of the Foreign and Commonwealth Office in London and British Embassies and High Commissions in 144 countries around the world.
Unless "things" have changed, the Lieutenant Governor of a province is styled "His Honour."

The palace, in my experience, tends not to use "His/Her Excellency" or "His/Her Honour" in describing people. I've no idea why that is, though.
